Modifications for lithium-ion batteries
On January 27, the international civil aviation organization (ICAO) air navigation committee (ANC) proposed banning lithium-ion batteries in UN3480, PI965 from being carried as cargo on passenger aircraft. This proposal does not apply to UN3481, PI966 lithium-ion battery accompanied by equipment , or PI967 where the lithium-ion battery is installed in the equipment.
The ICAO council will consider the ANC's proposal at the end of February. ICAO is expected to adopt the ANC's proposal to ban UN3480 cargo from being transported by passenger aircraft. No date has been set for the ban, but it is expected to come into force on April 1, 2016. The ban will limit the charge load of lithium-ion batteries in UN3480 and PI965 to no more than 30%. Once the ICAO board of Governors has approved the ban, a revised DGR appendix will be published.
